The Turnaround of Detroit Using NRSA Concept
Challenge:
In 2015, The City of Detroit was amid bankruptcy when the Duggan administration took office. Detroit was facing a myriad of challenges and many neighborhoods were in rapid decline.
Solutions:
C-F.A.C.T.S. educated city leaders on HUD’s NRSA tool and conducted a comprehensive analysis to identify target neighborhoods for revitalization. Their initiatives included a 0% interest home repair loan program, which secured significant funding and completed 800 loans, and a commercial corridor program that connected vacant storefronts with small businesses, creating over 50 new jobs and enhancing economic opportunities in the community.
Results:
Over 5,000 summer jobs were created through partnerships with over 100 businesses, providing vital employment opportunities for Detroit youth. One NRSA saw such significant improvements that its boundaries were revised to include new qualified block groups, reflecting the City’s five-year initiatives, including a Strategic Fund for neighborhood improvements, a $250 million Affordable Housing Leverage Fund, and six Housing Resource Centers aimed at enhancing housing stability and homeownership.
